Iran signed an agreement on Monday with the United Nations nuclear watchdog agency in which it pledged to allow greater access to some of its nuclear sites, U.N. and Iranian officials said.
The agreement, which Iranian officials dubbed a “road map” toward greater cooperation, could be a factor as the United States and its allies weigh a proposal for Iran to temporarily freeze elements of its nuclear programs in exchange for a partial easing of Western sanctions. Negotiations to finalize that proposal stopped short of a full agreement over the weekend. Secretary of State John Kerry said he will attempt to address concerns among U.S. allies this week, while Iranian diplomats seek approval from their superiors in Tehran.
