ISLAMABAD, Pakistan — The Pakistani Taliban appointed as its new chief Thursday a hard-line commander responsible for some of the country’s worst violence, including the recent killing of a Pakistani general and the attempted assassination of schoolgirl Malala Yousafzai last year.
