Desperate for resources to fuel its fast-growing economy, China has become the world’s biggest importer of garbage: scrap paper, metals, wires and plastic. And while reprocessing discarded electronics and other goods can exact a toll on the environment, recycling can be less polluting than extracting the raw materials from mines, oil wells or forests.
